The reason being that by using local access numbers the phone card manufacturer does not have to pay for INCOMING call charges when using 800 numbers. Thus, they can offer you a better rate. Usually local access phone card products calling rates are 1-2 cents cheaper than 800 based phone card products.

Use phone cards at hotels to avoid long distance surcharges. A phone call from a hotel without our phone cards can cost you 20 times more than with the phone card.
